The answer is 3.1 BC if u c the four??? The rule I learned is...if it's 5 or up up round up...if it's lower than 5...u don't round @ all & since 4 is less than 5...the 3.1 stays the same...but the 4 is gone bc u used its power & there's ur answer...i hoped this helped ya
