While for a transform boundary, two plates slide past each other, for a rift valey formation the plate is split apart with the sides being pushed apart from each other by violent subterranean forces.

If the rift grows wide and deep enough, it may even develop into an ocean basin.

It would be the third answer  because, one is a ocean plate, and one is a "land plate" and they are pulling apart, which forms a rift valley.
