It's making inferences because when making an inference, you come to a conclusion based on evidence.

One way to figure out this question would be cutting out each one separately.  For example, it wouldn't be A, because finding themes is finding the moral of the story or the main idea. In the question, it says coming to a conclusion about the text, not finding the main idea.
