Option B is the right answer.

On the issue of Mexican group's attack on Americans (in North of the Rio Grande United States), the Senate of the U.S voted to go to war with Mexico. But the Northern lawmakers were worried that a war with Mexico could result in the United States gaining new areas in the Southwest, which would promote the expansion of Slavery as Mexicans claimed the land as their own territory.  

Although the Northern lawmakers questioned the necessity for war, at the same time they recognized the fact that how England's opposition to the War led to the destruction of the Federalist party. John C. Calhoun( the then Senator of the South Carolina Democratic) opposed the war on the viewpoint that the reopening of the divisive issue of servitude would encourage more anti-slavery disturbances.

However, the War took place, providing the United States with a<u> vast new territory </u>and the question of slavery soon developed into an angry prong between North and South. Therefore, the Northern Law Makers could not prevent America to go on to war.

At the onset on the war, in 1861 and 1862, they stood as relatively equal combatants. The Confederates had the advantage of being able to wage a defensive war, rather than an offensive one. They had to protect and preserve their new boundaries, but they did not have to be the aggressors against the Union :)
