this circle is made up of 12 parts

12 to 1 is 1/12

12 to 2 is 2/12

12 to 3 is 3/12

12 to 4 is 4/12 which is 1/3 simplified


or, 4 is 20 minutes, there are 60 minutes in the circle

20/60 = 2/6=1/3
