Polonius wants Reynaldo to go to France and visit Laertes while spying on him to see what he's up to and make sure that he is behaving properly and keeping up the reputation and image of the King of Denmark. He is to do this by asking around implicitly about Laertes and saying that he knows him faintly and making up little lies to see if people who know him or have seen him agree with him and eventually tell of what they've seen Laertes do, essentially through roundabout means.

How are metonymy and synecdoche different from metaphors?

While metonymy replaces a concept or object entirely with a related term, synecdoche takes an element of the object and uses it to refer to the whole, and metaphor uses unlike things to draw an interesting comparison. For example, the wheels are one part of a car.

I wouldn't completely trust myself here, but I would choose answer C) War. And this is simply because of the language that's used, and the aggression in some of the words.

"...let slip the dogs of war;..." "..Blood and destruction shall be so in use.."

Things of that nature are pretty out there in his soliloquy, which makes me think he's in support of war. But I'm so unsure... I really do apologize :)
