North Korea has a closer relationship with China because both of those countries have, at some point in their history, implemented a communist regime. Also, during the Korean war, the United States were very involved which could cause a feeling of animosity between the U.S. and North Korea.

Manifest destiny prevents this perspective because it defends a kind of determinism and the Gospel of Wealth ends up falling into the same mistakes. Sumner would be closer to the idea of "Laissez-faire," since he is also known as a type of libertarian and would therefore defend the free market.
