The margin of error is given by:

ME= z_{\alpha/2}\sqrt{\frac{\hat p (1-\hat p)}{n}}

Lower= 0.11-0.04 = 0.07

Upper= 0.11+0.04 = 0.15

And for this case we have the following info:
