 </span><span>Wilson's Fourteen Points had that as one of its goals and it was also reflected in the Atlantic Charter a few decades later
. It also makes the most sense because the Charter wasn't drafted under Wilson (his Fourteen Points were made in a speech in 1918, the Charter was created in 1941), nor were they specifically aimed at Germany. Both weren't quite at the start of the 20th century, either, especially if you consider when the Charter was written up.</span>
