Missiles. Soviets developed ICBM could reach U.S. and carried nuclear weapons, space, CIA used U-2 aircraft that flew so high they couldn't be shot down but was shot down in 1960.
It was difficult for Congress to fulfill its duties under the Articles of Confederation because Congress lacked the power to regulate foreign trade, and most congressional decisions required the approval of at least nine states.

merchants gold coins to trade goods with other parts of the world, such
