The correct answers are

C) When some city-states tried to withdraw, Athens used force to keep them under control.

D) Sparta never joined the league and resented Athen’s power and treatment of allies.

The Delian League was founded in 478 BC and had 150 to 330 members. The League could be described as an Athenian Empire. Sparta was not a member of the League, instead, the city formed the Peloponnesian League. This division led to the Peloponnesian war.

Naxos and Thasos tried to leave the league but Naxos was forced to tear down its walls along with loosing its fleet and Thasos was also forced to tear down the fortification walls and pay early tribute and fines.
