When scientific method influenced the changes in the philosophical view of mankind everyone started to question everything. People started to rationalize everything. They started to seek answers.

Upon seeking answers, they started to dig deeper into the human mind. Everyone started to question their purpose and especially authorities.

People did not have to blindly follow everything the authorities told them to. They were eager to unlearn and relearn things. Since the primary source of knowledge had changed, everything was being questioned.

The second is that the Senate is responsible for holding the hearings and voting to confirm or reject the President's nominees for the judicial branch as part as their "advise and consent power"

Executive Branch:

The Legislative branch is able to influence the executive branch in a number of ways. One is that the legislative branch sets the budget and the legislative agenda. The legislative branch also have oversight authority over the executive and is able to oversee and influence the executive branch's actions that way. Finally, the legislative branch can override the Executive branch's veto if it comes to that and is able to influence the Executive's decision-making if it is known they have the votes to override.
