This decision depends on who you are. If you are the leader of a Communist, totalitarian state, you would probably want to censor free speech to ensure that only positive things are said about the State. However, if you are in a free country, you would most likely want to allow free speech, upholding the principles you were founded on.
if we didn't have clean water, we would get sick if we drank it. if we need to wash something (food, hands, face, etc) it would end up not being clean.
