D. Provide healthcare and welfare because why should have the right to healthcare
Spatial devolvement of powers between more than one level of government. Meaning that different geographical spaces have power independent from one another and the federal government itself. Whereas they abdicate certain powers to the higher branches of government which regulate over the whole territory
They created taxes on the people so they had the money to purchase guns and weapons. But they recruited men from the cities and they took them from there families and forced them to fight in the wars.

He wanted to tell the conservative republicans from the south that the federal government would stop bothering them with new legislation and would increase the power of individual states which would enable them to introduce laws that they wanted and not that the federal government had been bothering them to introduce.</span>
