This was because of state’s rights.  The early government was weak because the early and states were prioritized out fear that they will again dictated like the British did to them.  As a result the government was not able to function properly. Due to the weakness from its constitution known as the Articles of Confederation, they realized that they needed stronger government and a new constitution.
