The following are not the intentions of Reaganomics:

1. take money from the rich via taxes and then give it to the poor
2. increase the National Debt
3. choke off economic growth
4. create historically high and persistent unemployment

The intention of Reaganomics was to increase capital in order to trigger slowing economy and increase government revenue as a result. The policies were based on tax cuts. Reaganomics consisted of two ideas: First, the government could stimulate the economy by increasing its spending which is called "prime pumping"; Second is called "trickle-down". The latter shows that if there are more wealthy people, the spending of these people will trickle down to the poor. 
Taking money from the rich and giving it the poor, increasing National Debt, raising the minimum wage was not the intentions of Reaganomics.

It did not want a strong central government because it feared that the government that would over power the local government would be too powerful, so not much power was given to the central government. Thus they did not have much power to impose tax.

Thus the Article of Confederation gave more power to the state compared to the central government. But this created a problem of argument and jealousy among the various states of the country.

The "Petit Blancs" was a French name given to the poor white citizens of Haiti that didn't own much or any land. These poor white folk were looked down on by the rich white plantation owners while also disliked by the black slaves. La Petit Blancs can be pretty compared to the peasants in France before the revolution although the black slaves did most of the manual labor in Haiti compared to the poor whites. When the slave rebellion lead by Louverture, Toussaint occurred, most of the petit blancs did not have the money to flee Haiti like the rich and were forced to live in a tense situation with the now self governing freed slaves. Pockets of petit blanc territory remained throughout the island though violence broke out between them and the Gens de couleur libres  at times. This revolution is yet another example of the lesser class majority winning over the rich as well as one of the first examples of black independence and freedom.
