False,

Surf culture involves people, fashion, jargon and an entire lifestyle around "Surfing"; it all started with the ancient Polynesians, and the culture has bloomed and developed in the 20th century around the 50s and 60s, and branched into art, particularly shaping pop culture, music, film, literature and fashion.

Beach life culture has influenced surfers and vice versa; i.e. characteristics of Surf culture in California involve boardshorts, bikinis, baggies and other beach wear, "the woodie" (a station wagon with wood rear), surf music; and the skateboard has matured and evolved too, so it's now capable to "surf" on land as well.

San Pedro River in Arizona
