The North stopped believing in slavery except for in the south. So slaves would run away to the North or any place that accepted them. Those who were caught were forced to be returned at a condition far worse then before.

Some were allowed on board until some jumped off rather taking drowning then slavery. And later on throughout the years, they didn't depend on slaves because they had factories and machines.
