r + 3 > 7       r + 3 < -7
r > 7 - 3        r < -7 - 3
r > 4             r < -10

so, r > 4 and r < -10

percent formula : is/of = %/100
percent = x
is = 12
of = 60
now sub
12/60 = x/100
cross multiply
60x = 12 * 100
60x = 1200
x = 1200/60
x = 20%
