It was revealed that the The Slavs had their own agenda and wanted to stray from the pan-Slavic ambitions and this was seen as a rebellion. They also wanted to annex themselves from Austria/Hungary.  To capture control, by either party, would upset the balance of power in Europe and defeat the purpose of a Dual Monarchy.
