In general, there tends to be a rise of fascist movement in time of crisis such as economic depression because people crave a harsh leader who can break the rules and lead the country to success.

Fascism is living under a dictatorship, living oppressed and under someone else's beliefs without having your own freedom and limited rights.

Both Hitler and Mussolini were devoted Fascists, and both became dictators of their countries at similar times, using similar strategies. Because Hitler had seen the success of Mussolini's rise to power and was inspired to do the same in Germany.

The Articles of Confederation prevented the government from taxing, forming a defense, and provided no justice and law-making system. The Constitution formed a permission to tax and a tax regulation, allowed congress to form a defense system, and formed a bicameral legislative system. The Constitution also established the court systems and the supreme courts.
