The Magna Carta promised:
1.
No free man shall be punished unless judged lawfully by his peers.
2. There
shall be no "selling" of justice -- in other words, no bribes
accepted by those in the position of judging.
3. Fines assessed against those
convicted of an offense shall not be more than the person could afford to pay.

Here are clauses from the Magna Carta which include such promises.
Clause 20: For a trivial offence, a free man shall be fined only
in proportion to the degree of his offence, and for a serious offence correspondingly,
but not so heavily as to deprive him of his livelihood.
Clause 39: No free man
shall be seized or imprisoned, or stripped of his rights or possessions, or
outlawed or exiled, or deprived of his standing in any other way, nor will we
proceed with force against him, or send others to do so, except by the lawful
judgement of his equals or by the law of the land.
Clause 40: To no one will we
sell, to no one deny or delay right or justice.
