The Virginia Plan addressed the issue of representation by promoting the idea of representation in Congress being based on state population size, as opposed to having a set number of representatives per state. The issue was eventually solved with the Connecticut Compromise.

City managers because necessary to make sure that there was less corruption and that there wasn't so much inflation. Developers because necessary so that the city could stay functional. These jobs are need in order to keep the city in tact as well as grow. with these being necessary it allows for more opportunities and betterment of that particular city.
