How can you tell which events are caused by other events and which events are merely correlated ​

You look at the context of the events.

You can see if they are caused by one another, the time they took place, the area they occurred, why they occurred, and who was there.

Also, if something is caused by something else then wouldn't they be considered to be correlated?

Hope that helps. You just need to look at context and make sure you fully understand each event.
