The prejudice against Jews was created by Hitler ( as he waa upset about past occurences in his personal life such as his wife leaving him for a Jewish man, which made him resent Jews) and because he was leading Germany out of their Depresssion, Germans had great respect for him, so even without experincing any issues with Jews, they followed Hitler's rules.
