The dust bowl was a sever drought caused by fluctuations in ocean temperatures. Other factors that contributed to the affect it had on the Midwest was the dry climate and their use of poor farming techniques.
This is strictly my opinion but I believe it was a failure. It's original goal was the revitalize the American economy and pull us out of the Great Depression and get American's working again. In this it succeeded to an extent lowering the unemployment rate significantly however it still did not completely work since 15% of the United State's population was still jobless and in poverty. It won't be until WWII and the building of the arms industry as well as army that we will pull ourselves from the Great Depression.
The great depression resulted in a nation wide decrease in food, money and work. This affected peoples ability to pay taxes. Without the government getting money from the people there was no trade happening between the USA and other countries and that resulted in other countries losing essential products and harming them.
