The edition of this image is the Gen'ei edition, published in 1120 CE. The original publication dates back to 897 CE - 930 CE, during the Emperor Daigo reign.
This anthology was the first one to deal with themes of love and the seasons, and it was also the most influential poetic anthology of its time. The themes reflect the positive character of Japanese society of the time.
The first three articles of the U.S Constitution mention the following:

I would put city on a river port to an ocean and/or lake. You have direct access to water and a harbor in which you could receive and export. If the river runs through the city, then transportation of goods etcetera will be easier. That can also give you recreational options as well like ferry rides and some water sports.
