The first two paragraphs talk about the United States efforts to combat terrorism once and for all. It also talks about al Qaeda's resilience that is not totally destroyed but only weakened, but the United States will not rest or discourage until this threat is defeated forever.

However, in the third paragraph, the speech speaker begins to speak more specifically. He begins to refer to the service personnel at USS Lincoln, how important they were to these battles and for that reason they deserve proper rest by returning to their home, meeting their loved ones and meeting their children, finally reviewing their family after months away from home, fighting for their country.
