The lack of actions affect a community by many issues. For one if there is no  first responding crew coming to rescue people then lives will be lost. Sometimes if not all the times the community will hand out waters for you and provide food. The community is there to look out for one another if the actions never take place then there can be no help. Sometimes depending on how bad the damage is done by the earthquake the community will have volunteers help rebuild the homes that were damaged during the quake . To the main point if there there is no action taken then there will be nothing done meaning there will be no supplies no shelters , no food, no water nothing only with actions and help from the community will help in these situations.
