Because the amount of money in the world will change over time, the Constitution is never changing but the Congress changes every so often and knows what amount is appropriate for that time period. if that doesn't make sense I'm sorry it's a bit difficult to explain.

Fredrick Douglass though it was inmortant for African Americans to fight in the war because.....They were slaves...well some werent but they had to be on the <span>confederete side because there color people were slaves.

Harry Truman did not support the 26th Amendment.  The vietnam war was going on and government stated if the youth can fight wars, pay taxes and go through the justice system they should be able to vote...Harry Truman wanted to raise the age of voters to 25.

The 19th Amendment also was not part of the constitution. I sometimes think our forefathers thought women were property.
