Appeal to emotions would be the answer. It isn't logical or appealing to any type of authority. It also doesn't have to do with reasoning so it appeals to the emotion of wanting your friends' to be jealous.

It depends on the kids! However, in general, involving the students in making it- like a student council or something, gets them to promote it to their friends as well. Other ways are to have them come up with and vote for themes they'd want, so that they're actually excited about them. As for food drives, there could be a small incentive tied together with donating, like a small keychain or something.
