Blacks were happy yet reluctant to feel emotion since they felt that every good thing would soon come to an end. The believed that they were getting a taste a freedom when the Union won and soon occupied the South with their various army. After being there for a few years, they felt and discrimination started up again and it was like history took a step backwards.

After the declaration, the Continental Congress was the de facto government of the 13 colonies. However, the Continental Congress couldn't collect taxes or enforce laws. Mainly because the cause of independence was mistrust of a central government.
