The reasons why the nobles resisted the development of industry in Russia are:

They did not want to change their way of life.

They were unwilling to invest the needed funds into industries.

The nobles at that time live in extreme comfort since they own all of the Lands in pre-industrial era. The majority of them afraid that if they invest and fund the new industry, they might experience failure and have to sacrifice their extravagant life. This is why the nobles initially resisted the development of industry in Russia.
