The first answer has to be Tropical. The temperature is hot and the humidity / rain is quite humid. There is very little variation in the temperature when the highs and lows are this close and both are quite warm. It is not dry with that much rainfall. It is not moderate with that much heat. I doubt very much it is located in continental Europe or Continental United States (meaning the lower 48). You are not describing Florida which does not get that much rain and is not that hot.
The Second one is Note dependent. I would call it moderate or continental. 28oF is not really that cold; parts of Minnesota get much colder. -30 is not all that uncommon.
