x =  { \sqrt{ {8}^{2} +   {13}^{2}  } } \\  =  \sqrt{64 + 169}  \\  =  \sqrt{233}

Using the equation A^2 + B^2 = C^2 you get 169 + 64 = C^2 which comes to 233 = C^2 so to get C you square root both sides giving you B as the correct answer
