All major Indian religions (ie. Buddhism, Hinduism, Jainism, and Sikhism) believe in reincarnation. Many historic cultures did too. Namely historic Greek figures such as Pythagoras, Socrates, and Plato.

So time passed by, and  South Carolina moved to a more representative form of government with the Modern Assembly of 1965, when the federal government passed the Voting Rights Act of 1965, granting more liberties and rights for the African American people in the state.
