The Atlantic Charter is a joint declaration signed on August 14, 1941, aboard the USS Augusta, "while sailing somewhere in the Atlantic." The Atlantic Conference was held from August 9 to 12, 1941. President Franklin Delano Roosevelt spoke on behalf of the United States and Winston Churchill on behalf of Great Britain. It states that it has deemed it convenient "to make known certain common principles in the national policy of their respective countries, on which rest their hopes of achieving a better future for the world."
Some of the principles were:
• Do not seek for their countries territorial aggrandizement or any other kind.
• Do not want territorial modifications that are not in accordance with the freely expressed wishes of the peoples concerned.
• Respect the right of peoples to choose the government regime under which they are to live, wishing that sovereign rights and independence be restored to the people who have been forcibly deprived of those rights.
