Winds flow outward above the storm allowing the air below to rise. Hurricanes typically form between 5 to 15 degrees latitude north and south of the equator. The Coriolis Force is needed to create the spin in the hurricane and it becomes too weak near the equator, so hurricanes can never form there. So basically, when air rises and starts to spin, it creates a hurricane.

<u>Implied Powers</u>

These powers are not specifically stated in the constitution but termed as "necessary and proper" such as making laws that are necessary and proper for the welfare of the country

<u>Inherent Powers</u>

These powers are not specified in the constitution but grows out of the requirements. Besides this, the constitution also mentioned some reserved powers that are guaranteed by the Tenth Amendment.
