a) if the post says 55mph you can't drive at 60 mph because that road safety is overly trespassed by your speed. So, it's wrong.

b) It is also wrong because the speed limit post means 55mph is the speed limit in the best of conditions, so when climate or other factors affect the driving experience it will make it more dangerous and the speed limit safety would be affected.

c) is correct because only in perfect conditions 55 mph should be the speed limit. Because that is when the speeds were assigned to roads.

d) is also wrong because officers don't always do it. Only in certain places in certain conditions.
