A council-manager government is a type of city government apart from Mayor-council, commission, town meeting and representative town meeting.  The city council acts as the main legislative body of the city. It appoints a City Manager who will be responsible for implementing municipal policies as well as come up with a budget for the smooth operation of the economy. The city manager come third under Mayor (on top) and Council member (in the middle).

In some cases, the City manager is also imbued with the duty of overseeing other government bodies. It ensures that the legislative decisions introduced by the city council are implemented well and followed by the people. He will also appoint various individuals to head the provided departments.
