Explanation:

Without rules/laws, we would wreak havoc. Law and rules are what keep our country or states intact. For example, commiting murder is illegal. If there wasn't a law for murder, who knows what would happen. Rules keep the peace together, yet some choose not to follow it and therefore it's out of line.
