you have to use "passé composé" and <em><u> imparfait for just a few verbs</u></em>

Be careful with the "participe passé" in the passé composé tense. They do agree with "être" not with "avoir"

une violente explosion s'est produite

l'explosion a eu lieu

tout le dernier étage<u> </u><u>était</u> <em>(imparfait)</em>

une patrouille de police est passée

les agents ont immédiatement appelé les pompiers

et se sont précipités

les pompiers ont pu évacuer

Une ambulance l'a transporté

Ensuite, les agents ont fait évacuer

C' <u>était</u> surtout des personnes âgées qui y<u> </u><u>habitaient</u>  <em>(imparfait both verbs)</em>
