Governor Edmund J. Davis became a member of the 1866 Texas Constitutional Convention.He supported the rights of slaves that were freed and also encouraged separation of Texas into diverse Republican-controlled states.

He was elected to the position of a governor in 1869. Some of the controversy marked in respect of his government were : Fraud, Corruption, disenfranchisement of Texans among others. He also refuse to vacate his office after being defeated in 1873 by Democrat Richard Coke.
