I'll give you a list, probably not the best names for this description but I hope these help. Also, I like names that aren't really popular or aren't used in stories much because it's more creative picking names that not often heard of in stories. We all have our different tastes but I hope these names can help you or could be what your looking for...

One, so the name Emma, it's a very cute name in my opinion. I picked this name because I know an Emma who fits this description. I noticed that she is very sassy and smart, but is sweet once she's used to you.

Emma Anderson, Emma Jones, Emma Smith, Emma Collins Emma Fields

Two, Isabelle or Isabella. I've heard not of this name in any stories but one and I think this might fit your character. When I think of an Isabelle I think that she's a girly girl and wears bright colors.

Isabelle Carter, Isabelle Green, Isabelle Walker, Isabelle Olsen, Isabelle Russo

The name Evalyn or Evelyn. Most prefer it spelled Evelyn, but some like Evalyn. Personally, I think this name is cute so I think this might be a character name you might like.

Nickname for Evalyn or Evelyn; Eve, Eva, Evie, Ev, Evelyny or Evalyny

The name Wren, never heard of this name being used in a story, but it's cute, and, I bet Wren's are sassy and full of humor.

Nicknames for Wren or Ren; Wrenny, Renny, Wrennie,Rennie, Birdie, Birdy..

The name Windie or Windy. I've never heard of any authors use the name Windie:Windy, but it is a very creative and cute name. I think Windie; Windy is and can be a tough cookie, and is talkative but at the same time rude if you push her to her limits and get her agitated.

Windie or Windy: Nicknames; Win Winnie Wind

Ellie; when I heard this name I loved it, it can be short for Ellianna:Elianna, or the name Eliot:Elliot which also happens to be a name people are considering to name their daughters these days because of the feminine nickname Ellie. The name suits many girls and I think this may fit yours.

Other names

Haley, Brianna, Kailie or Kayley or Kailey, Sophie or Sophia, Allie or Ally, Faith or Faye, Melony or Melody, Mariam, Clair or Clarie, Alexandria or Alexandra, Lily..

Other last names

Davis, Miller, Watson, Wilkins, Shultz,  Larrson, Harrison, Harris

Sorry if these names don't fit what you were looking for, I was going off names that I thought were and for the last names it's hard to pick last names, but I hope these help :)
