Explanation:

When the earliest sellers came to acquire new land there was a problem of cheap labor supply. Secondly back in Europe, there were stories of new riches found in the west. It attracted the indentured servants to fulfill their necessities and after all, it does not sound slavery. Moreover, the indentured servants could not run away.

Therefore it was more economical to get indentured servant than to buy  a slave.
