I believe the answer is: accepted election results that returned Southern planters to power

Because of this action, Andrew Johnson had the reputation of being soft or even somehow supported the ex-confederates. This lead to many conflicts with his trusted advocates and eventually the Congress decided to impeach president Johnson.
