Why were many states and people hesitant to ratify the Constitution?

Answer: They felt that it gave to much power to the national government and that it did not adequately protect people's rights/ liberties with a bill of rights.

The Anti-Federalist believe that the Constitution will give more power to the central government and not the states. They want balanced power between state and federal. They wanted the Bill of Rights to be added into the Constitution, so it was added 2 years after the Constitution was published.
