Each state is given a certain amount of votes depending on how many representatives and senate members they have. The only exception to this rule is the District of Columbia and they are given 3 votes for the election. The President can only be elected after reaching the 270 electoral votes and it has to the absolute majority.

There are approximately 538 members of the college and they are also elected in each states elections. The electoral college is not used for other elections only the Presidential elections.  The Presidential elections happen every 4 years.
