Before 1970, there were so many individuals and corporations in the United States who agreed with the mayor that the unavoidable price of change was pollution. However, Congress indicated its strong conviction in the 1970 amendments that economic prosperity and a safe environment are not mutually exclusive priorities.

Hence,  the congress leaders worked are still struggling and working in the best interests of the environment .
