Dulce et Decorum est has been composed or written by Wilfred Owen during the tumultuous times of world war I. It was published posthumously in the year 1920.

Further explanation: It is no surprise that most of Owen's poems are filled with anger, scorn, and rebuke. He expressed his anger on the rulers of Europe through the harsh tone of the poem. Not only that, even the military leaders were objects of his scorn and repulsion for he blamed them for the continuous wars that colored history with the blood the innocents.

He was furious because he was totally opposed to the idea of polluting young minds with extreme patriotism that takes the form of violence resulting in murder and war.

He also expressed his frustration at the condition of the women who preferred to live in a bubble of ignorance. He criticizes the politicians and poets who believed that war is glorious.

Nostrana [21]
One of the main ways in which the passage of the GI bill changed American cities and towns is that it helped reduce income inequality--since it provided for the free college education of veterans returning from war--many of whom would have had to take lower-paying jobs without being able to utilize the GI bill.
